I thnk you mean a clock spring. It is located underneath the airbag in the steering column. It has to do with the air bag and such.
on my waltham grandfather clock, on the face there is a switch to silent the chimes as well as to select the different chimes.... it may be the same switch as my clock is located in a different location.

You need to switch off the stereo and then you can use the buttons next to the clock to change the time. this also changes the time on the stereo.
