That is the parking brake cable. It runs to the rear wheels to engage the parking brake whenever the pedal is depressed. Be sure to use the parking brake whenever you park your vehicle to prevent rust in the parking brake cable and to prevent damage to your Automatic Transmission

The oil pressure gauge on a 2002 Ford Taurus is located right next to where the battery is, toward the middle of the actual car. The gauge is connected to the front of the engine.
Your washer pump is located right in the washer fluid bottle on the bottom of it.

I had same problem on mine , the exhaust milted the rubber right into the cable on drivers side. you need a new one
The smog pump is located under the vehicle, on the drivers side, bolted to the frame rail, right under the drivers seat area

pop the hood and look right at where the back of the dash is the should be a cable coming out at that spot that's the speedometer cable
