Look on the back of the fuse box cover. The map for fuses is usually there.
On a 1995 Ford Ranger # 17 fuse is for the cigarette lighter.
The 1995 Ford Ranger power window fuse can be found in the fuse box. The power window fuse will be the number 11 fuse.
I don't know if the 1995 Ranger is the same but on a 1996 Ranger , fuse # 16 is a 30 amp fuse for the front wiper according to the 1996 owners manual
