Look on the back of the fuse box cover. The map for fuses is usually there.
In a 2003 Ford Ranger : Fuse # 17 is a 20 amp fuse for the cigarette lighter and Data Link Connector * in the fuse panel IN the drivers end of the dash ( the fuse panel cover is visible with the drivers door open )

I found a fuse box diagram for 91-94 Ford rangers on Autozone.com, small print and hard to read though.
On a 1995 Ford Ranger # 17 fuse is for the cigarette lighter.
The 1991 Ford Taurus fuse box layout can be found on the inside cover of the fuse box. The fuse box layout can also be obtained from most Ford dealerships.
