are the tires the right size, and all the same size, how many did you replace, is it AWD, are they inflated correctly, did you break a sensor taking off or putting on the tires
Depends. All tires have a size on them, so the questions of the year of vehicle is irrelevant. If the size of the 1997 Explorer is the same size of the 1982 Chevy Van, then they are both interchangeable. The problems if any will be in the rims. But if the rims are different then the tires would be different too.

The NHTSA doesn't list any recalls for suspension problems on a 1999 Ford Explorer - the only thing close would be the Firestone tires.
The slimmer the better. Stock size works fine
