on a 1993 4.9 it is just to the left of the thermostat where the radiator hose and heater core hoses go into the thermostat it has a couple of wires running into it.

Sounds like a bad thermostat. Easy do-it-yourself repair.
Low on coolant. Thermostat stuck open. Heater core plugged up. Temp blend door malfunction.
The thermostat is stuck open, 1) The thermostat could actually be one that is lower in temp (i.e. 185 deg instead of 192). 2) Temp gauge is inaccurate and shows to be cooler than is actually is.
Temp sensor is next to the thermostat housing. Relay is in the fuse box. Computer is in control. There is no temp switch.
You need to replace the thermostat, be sure to use the same temp as the factory thermostat.
