if you hear this noise while sitting still it maybe coming from the right side of the engine ontop of the valve cover gasket ( PCV ). There is a black tube that goes from the valve cover to the intake and in the end ( the one connected to the valve cover ). While the car is running pull the entire grommet out and the buzzing or whistling noise should change allowing you to rule out or confirm that as the source.
If the sound happens while driving it maybe coming from the left side of the upper cowling just under the hood. While the hood is opened look at teh windshield wiper arm on the drivers side and make sure that there is a piece of weather seal attached to the drain channel just under the wiper arm. Seems that there were several thousand cars that left the factory with this missing.
