you didnt metion if they are universal lug pattern, if its not take the tires off and check the matting surface, sometimes small flakes of rust get between the rotor and the rim.
yes they would. you my be able to reduce the problem by having the wheels computer balanced. you may be able to have the wheels straightend or replaced
Your tires need to be "high speed" balanced.
get your tires balanced and make sure the air presure is the same in both of them

It may be as simple as wheel balance but you should have the front end inspected for worn or loose parts such as tie rods, ball jionts, wheel bearings, steering box etc.
