If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.
I had the same problem with my ford ranger. every once in a while my windshield wiper would go for no reason and not stop. I removed the the cover of the turn signal. be careful not to drop the spring. than remove the contact and clean the inside with electronic contact cleaner. The problem is there is to much grease and it make contact for no reason. after I did that I never had any problem.
Your wiper arms that run from the wiper motor to the windshield wipers may be binding and need to be replaced
