No you dont need to remove the Power Steering pump to get at the bolts. if you go directly down from the very bottom of the pully on the power steering pump the bolt holding the top of the alternator should be right there. all you have to do is remove it and the alternator should come out.
Either the belt is worn and need replacing, or the idler wheel is defective, or both. It also might be a bearing in the alternator, power steering pump or water pump.

You can do it. I did it on my 1996 Saturn, but I did it while I was changing the engine. The new engine came with a power steering pump, so I also purchased a new power steering rack as well, and while I had the engine out I removed the old manual steering rack and put in the new one, connected the hoses, and voila, I had power steering. I'm not sure all cars are this easy, but my Saturn was. .
This has got to be one of the biggest pains in the rear end I have ever had the pleasure of doing with the engine installed. The alternator/serpentine belt will need to be removed. Right wheel, and inner plastic fenders behind the wheel. Power steering lines will need to be unbolted and all mounting rods and hardware removed. Return line can be removed when you drop the unit down. The biggest problem I ran into with the replacement was reconnecting the return line. It took me 30 minutes do get the clamp on just right. It is in such a position that I had to use a 2 foot long set of angled needlenose pliers. This was more miserable than replacing the entire engine. Be patient.
