In the passenger compartment fuse panel , located below and to the left of
the steering wheel , by the brake pedal ( it has a cover on it )

The fuel pump relay allows the pump to be turned on and off. On a 1997 Ford Expedition, the fuel pump relay is located inside the fender on the driver's side, inside the fuse box.

I've been trying to get a more detailed diagram for this but basically it is the relay that leaves the lights and windows on after you turn off the key but haven't opened the door. .
Do you mean to say that the accessory delay function (power windows, radio, etc. function after the ignition is turned off but before the door is opened) no longer works? If so it is likely the accessory delay relay is faulty.
i have looked at the schematics and i cannot find a headlamp relay, it is either straight wired or using either the ignition or accessory relay.

The horn relay on a 2001 Ford Expedition is located on the RPO Relay Block 1. You can find this relay block under the dash just above the passenger-side air bag.
