It should be behind the steering wheel, under the dashboard. It's not easy to get to. If you can locate the fusebox, which is under the dashboard, close to where your left knee would be while you are seated in the driver seat, the ECM is mounted closer to the engine, up behind the fusebox. The ECM is a gold-colored box that's about the size of a CD case that has 15 or 20 CDs in it. Three bolts hold the ECM to the body of the car, and two separate wiring harnesses feed in to the ECM, and snap in to place. You should be able to see the mass of wires connecting to the ECM if you more-or-less turn yourself upside down and stick your head down there under the steering wheel and look up towards the fusebox, which should easily be seen. Once you've found the fusebox, look more towards the front of the car and you may be able to see a mass of wires all feeding into a small rectangular gold-colored box that measures about 5" x 5" x 1" deep.

The ECM fuse is located inside the car. Open the little glove box, and pull out the liner. From there you can see the Fusebox. It is labelled ECM

1996 Geo metros have a OBD-II ECM in them, to read the codes you need to either get a code reader/scanner, which plugs into a receptacle under the dash below the steering column, or you need to take it to a mechanic.

I do believe on your model the ECM is located under the right hand of the instrument panel. If you really need to remove the ECM I would likely suggest a Haynes repair manual for this operation.
My ECM on a 1993 Metro just went out and it was similar to what you are experiencing. Mine mimicked fuel system problems, but I took it to a mechanic w/ all of the diagnostic equipment, and he was able to diagnose the faulty ECM. This saved me from unneccessarily replacing fuel system parts, and was well worth the money. I found the ECM for my engine/transmission off of Ebay for $21.00 shipped. You can also get them off of the internet rebuilt for $200.00, and used for $150.00.
