The Data Link Connector is behind a small plastic panel which removes
( or maybe flips up )
It is located in the lower part of the dash , below the steering wheel and
between the inside hood release and the parking/emergency brake release
The data link connector ( DLC ) for the OBD II is behind a small removable plastic panel in your dash below your steering wheel
under steering wheel column
More than likely there is not one. OBD2 was not used really until 1996. Very few 1995 cars deal with OBD2

You need a OBD2 scanner/code reader to get stored codes and to erase them
You will need an OBD2 scanner to retrieve the code that has been set.
in my Renault scenic (2,0 16V, 2003) (not grand scenic) the obd2 socket is under the movable middle console. Move the console backwards and lift a plastic lid which appears under the console and you see the 16 hole obd2 socket. Eberhard

It is OBD2. OBD3 is not out yet, and the OBD2 was REQUIRED in 1996. Ford actually started using OBD2 in 1994 even though not yet required. You can always look for the 16 pin DLC on the drivers side of the vehicle somewere around the underside of the dashboard, usually about knee hight. Obd vehicles the connector could be anywere and have any shape, and amount of pins but are usually located in fender, under the hood. I hope this answers you question.
