It's in the passenger side rear compartment storage bin.
If its just the bin, you don't have the changer.

According to the 1999 Ford Taurus Owner Guide : The six disc CD changer is : ( in the trunk , and if it is a wagon it's behind a panel on the passenger side of the cargo area )
For a 1999 Mercury Sable wagon : I believe you will find the six disc CD changer ( if equipped ) in the cargo area behind the panel for the storage compartment / service compartment on the right side

According to the 2002 Mercury Sable Owner Guide : ( the 6 disc C.D. changer is either located in the center console , the trunk , or the right side of the cargo area , that would be for the wagon version )
One way to get a disc unstuck from a 6 disc changer is to try to hit eject while the car is off. This sometimes forces the disc to eject.
you got a disc stuck in the disc changer.
It is very simple to replace most Toyota Radios. If you have a radio with changer control unit and separate disc changer, my recommendation would be to with a disc changer that is built into the head unit. Check e-bay for cheap OEM replacement.
