The blower resistor is located under the dash, near the floor, on the passenger side of the vehicle. I had to replace the resistor about a year ago. It is not an easy place to work in. You have to remove the blower unit in order to get at the resistor. Not fun, but rewarding when you actually do it yourself.
it's behind the washer bottle
The blower motor resistor on a 1996 Safari Van is located on the blower motor. The blower motor is on the fire wall inside the engine compartment on the passenger side.
In general the heater blower motor speed resistor is located in close proximity to the blower motor.

To replace the resistor heater blower in a 1994 Chevy van, first disconnect the vehicle battery to ensure safety. Locate the blower motor resistor, which is typically found near the blower motor under the dashboard on the passenger side. Remove the screws or bolts holding it in place, disconnect the wiring harness, and then replace it with the new resistor. Reassemble everything, reconnect the battery, and test the blower to ensure it operates properly.
First check the fuse to see if it is blown. If the fuse is good, then it is either the blower motor switch, blower motor Resistor Pack, or the Blower Motor itself. It can also be bad wiring. Apply 12 volts directly to the blower motor to see if it is good. If it is good and the wiring it OK, then it is the switch or resistor pack. I would bet on the Resistor Pack being the culprit. The switch rarely goes bad..
