between the inside hood release and the parking / emergency brake release
It is behind a small rectangular panel that either flips up , flips down , or

The AC recharge port on a 2008 Ford F150 is located close to the hose that runs from the compressor to the accumulator. The hose is the low-pressure hose and you will notice a service fitting on the hose which is where the port is.
The scan port is usually located under the dash, near the steering column. It may be visible, or behind a small cover that can be removed.

On a 1994 Ford Ranger ( which is OBD I , EEC IV ) should have an EEC TEST connection in the engine compartment ( P.S. I'm not a mechanic / technician )
