It is labeled Hazard Flasher and is a black piece of rectangular plastic that you slide up to put your emergency flasher lights on (easiest with your right hand) and slide downward (towards the floor) to turn your lights off If you mean the flasher relay unit it should be above the passengers feet behind a plastic cover on the underside of the dash.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.

The signal light circuit is separate from the emergency flashers. First check for a blown fuse, then check the signal flasher relay.

The turn signal flasher is next to the fuse panel at the lower left of the steering column. The hazard flasher is located to the right of the steering column.
The flasher for the 1991 Ford Explorer is located in the same box with the fuses, just underneath the dash on the left side in front of the drivers seat. Take your hand and check for the box
