Answer
In the fuel tank with the sender unit. AnswerYou have an inline fuel filter on the inside of the frame, in front of the rear tire on the driver's side. It has a metal shield/cover that has like 3 small bolts that have to be removed to take off the plate. Once you take off the plate you can see the filter better. It is metal and fairly easy to change. these do need to be changed, especially the newer models with fuel injection. The filter in the fuel tank is a screen to keep crap out of the fuel pump itself. If you have an older Jeep Wrangler, there are images and instructions on how to change them out located here: http:/www.myjeepwrangler.com/fuel-filter.php

There is no inline fuel filter on a 98 wrangler se. The only filter is on the pump itself inside the tank. It's fairly easy to drop the tank and replace it but it only makes sense to replace the fuel pump while your there.
