On a 1999 Ford Ranger :
The electric fuel pump is INSIDE the fuel tank
It is installed through an access hole on the top of
the fuel tank
According to the 1999 Ford Ranger Owner Guide : The fuel pump inertia switch is in the front passenger's footwell , behind the kick panel
In the right front passenger footwell , behind the kick panel ( according to the owners manual )
On the top of the fuel tank towards the front.
in fuel tank I have a '99 and you can access the fuel pump by removing the beat seat.
Mounted on top and inside the fuel tank.
These are used only on Ford products.
Very possibly a weak fuel pump or could be a sopped up fuel filter. run a pressure test off your fuel line by the throttle body.

I had the same problem with my 98 ranger you need a a special tool to remove the brackets that hold it in place It is not an easy task
It should be down , if it has popped up the switch is tripped and no power is going to the electric fuel pump
The fuel pump is in the gas tank
According to the owner's manual in the power distribution box in the engine compartment (Ford recommends disconnecting your battery) Relay # 5 is the fuel pump relay , and also in the PD BOX is a 20 amp mini-fuse for the fuel pump relay + RAP module in location # 9 (Helpfull) ( P.S. - don't forget your fuel pump inertia switch , in the right front passenger area , by the right front kick panel )
