On my 97 SL2 it's on the passenger front side near where your left foot would go. You remove the panel as part of the center console and it's behind it. If it is anything like my 1995 Saturn SL2, the fuse box is under the hood on the drivers side close to the battery in a conspicuous black box. I have actually seen a wrecked Saturn with a fuse box in both places (under hood and inside on passenger side of center console) but I have no idea what year it was or why there were two fuse boxes. Good luck! In my 1994 Saturn SL1, there is a grey one under the hood on the driver's side AND one inside the car on the passenger side where the left foot would go.

The easiest way to reset the pass lock system is to remove the fuse. The location of the fuse can be found on the inside cover of the fuse box. Keep the fuse out for 10 seconds and replace it to its original slot.
