The heater core is mounted to the passenger side firewall on the 1988 Buick Electra 307. The blower motor needs to be removed to access the heater core.
it might be a horn relay switch or a wire or simply check related fuses in the compartment.
Get a test light and find out where the power is not coming through. Check the fuse, relay and resistor pack located on the evaporator case.

I have an 89 Buick electra park avenue, and I have averaged 23.3 over the last 2 weeks, using the air conditioning, and with a fair amount of in-town driving, but probably 80% highway driving.

If the turn signal lights come on but do not flash, then Flasher Relay is defective, replace it. If they flash but one does not work the bulb is bad, replace it. Flasher Relay is located below left hand side of steering column.
Relay is on heater/AC ductwork under hood on passenger side of engine compartment
Could be low on gas and the gas shifts to side when turning a corner. Try keeping it above a quarter tank.
