You don't say what model Lincoln, but this probably has an ATC (automatic temperature control). The amount of heat is NOT controlled by turning the water on and off but by controlling the amount of cold air mixed with the hot air. The hot water flows continuously when the engine is running (or is supposed to) and controls the temperature during summer, also, along with turning the compressor on and off. Heater core plugs because of corrosion or putting in some kind of stop leak are the usual problems.
