Open driver-side door and look up underneath dash next to gas pedel. Then just look straight up you will see electrical wire and screws holding blower fan housing. It takes a little work but easy to replace cost about $60 new.

To troubleshoot the heater blower fan on a Ford Festiva, first check the fuse associated with the blower motor; if it's blown, replace it. Next, inspect the blower motor itself for any signs of damage or disconnection, ensuring it has power by using a multimeter. If the motor is functional, examine the blower resistor and the control switch for faults. Finally, check for any obstructions in the airflow path that could be affecting the fan's performance.
