The hood safety release on a 2004 Lincoln Navigator is located inside the vehicle, typically on the driver's side. It can be found near the lower left corner of the dashboard, close to the door. Look for a lever or latch, usually marked with a hood icon. Pulling this lever will disengage the primary hood latch, allowing you to lift the hood.
Sure, the hood release is not electrical it is mechanical. Just open the door with your key and pull the hood release.
