The horn is located behind the bumper on the passenger side. To get to it you need to remove the splash guard in the front passenger wheel well. You need to remove a lot of little screws for this, there are also two push tabs one inside the wheel well at the top and one on the underside. To get to the horn you need to look under the bumper shield once the splash guard is off. It is connected with one screw and has an electrical connector. Al You can also access the horn from the top of the car by removing the right side headlight assembly. This is fairly simple to do as there are only 2 bolts that hold the assembly in place. It is basically the same procedure as changing the headlight. Open the hood and rest it on the prop. Remove the plastic splash guard by removing the center portion of the 6 push tabs. Remove the 2 bolts/screws holding the headlamp assembly. Disconnect the wiring harness via the connector, and place the assembly to the side. The horn will be readily accessible through the area where the headlamp assembly goes.

On my '96 Cavalier, the horn is located in the front driver side wheel well. I had to jack it up, remove the wheel, and then access panel inside the well to get to the horn.
