The horn on a 1995 Ford Econoline E350 is located in the rear cargo area below the floorboard. It is almost directly in the center of the rear near the back bumper.
We have a 1995 e350 7.5 ford/coachman motor home. The horn was found under the front bumper, behind the plate

What relay are you trying to replace? (what does it operate?) horn
Horn has constant 12vdc at horn terminal. Horn doesn't work. Checked steering wheel horn switch. Ohmed relay contact posistions/ok. Fuse is good also
The HORN relay is under the hood of the driver side attached to the frame. one is the blower motor and one is the horn. one of the relay will have 4 small guage wires which is the horn, and the other with a big yellow guage wire is the blower motor relay. have fun (Prestonmcky@yahoo.com) for more questions!

Behind the bumper remove plastic cover from under rad
The horns are located in the middle front of the van. under the bumper, coverd up by a rubber flap
