you might think and be tempted to try and use an adaptor on the evaporation port (green Cap and plastic inlet) but that is not correct. Find the correct low pressure port.
On the passenger side you will see a large AC hose that runs between the engine and the radiator. As the rubber hose goes towards the front of the van and onto a metal tube the port is located on that tube. The port is about 18" over from the passenger fender and 10" down. You may need a flashlight of some sort to see it.

The 1998 Plymouth Grand Voyager low pressure port can be found on the top of the air conditioner compressor. The low pressure port should be labeled as such.
The 1997 Plymouth Voyager low pressure valve is located on the bottom of the air conditioner compressor. The low pressure valve has a hose connected to it.
On a 2000 Plymouth Grand Voyager, the low-pressure AC port is typically located on the larger diameter hose that connects the AC compressor to the evaporator. This port is usually found near the front of the engine bay, close to the passenger side. Look for a service port with a blue or black cap, which is designed for refrigerant recharge and maintenance. Always ensure the engine is off and the system is not under pressure before attempting any work on the AC system.

It is the larger of the two, closest to the front of the vehicle the smaller one is closer to the firewall or interior of the vehicle
You can add Freon to your 1999 Chevy cooling system through the low pressure port. Connect your Freon bottle to the low pressure port and release the Freon into the system.

On my 99 Century 3.1l V6, the low pressure port is on the inverted "U" section of the low pressure line on the firewall near the EGR valve.
