Honestly if you don't know where the drain plug is, don't mess with the vehicle then!

Below the oil pan. If you do not know you should not touch it.
Locate the plug on the bottom of the radiator to drain it. Put some radiator cleaner in and drain it again.

The bottom of the engine. There is a plug that you drain the oil out of. that plug is in the pan.
its that bolt at the rear of the oil pan.
The radiator drain plug on a 1989 Chevy C1500 Silverado is on the bottom of the radiator.
There is no drain plug so the only thing to do is lower it enough to remove it from the filler neck.
If it is not on the bottom of the radiator, then just remove the lower radiator hose to drain the system.
