Coolant is added via the expansion/reservoir tank. Remove the cap when engine is cool and add coolant to the full line.
The thread on cap on the engine coolant reservoir is the pressure cap ( radiator cap )

Yes, you should be able to do so although you may have to modify the radiator mountings or shroud. A "civilian" Crown Vic radiator has a smaller fluid capacity and probably a smaller power steering fluid heat sink, but for "normal" driving this should not be a problem. If the police Crown VIc is going to be placed into taxicab service, I would strongly recommend spending the money for the police package replacement radiator.
