That is incorporated with the latch assembly.
A 1994 Mercury Villager, also known as a Dodge Caravan, can have its rear hatch removed by detaching the pistons which hold it to the body of the van. The pistons will be held by screws and removing them will allow the hatch to easily come off.
There is no separate switch for it. Pushing the light switch will defeat the dome and courtesy lamps.
It mostly uses pop-off fasteners. There are one or two screws at the top for a cover.

Remove the screws or clips securing the assembly, then gently pull it out from the vehicle. Disconnect the wiring harness and replace the old bulb with a new one by twisting it counterclockwise. Reassemble the tail light by reconnecting the wiring, securing the assembly with screws or clips, and testing the new bulb before closing the hatch.

Unfortunately I've been having the same issue. If I lock the car, then unlock the car, the hatch won't open. If I drive it once or twice without locking the car again, the hatch is magically unlocked. I wish I knew the logical answer to this problem!
You can not open the rear hatch door from the inside.
