In a Ford Transit van, the glow plug relay is typically located in the engine compartment, near the battery or the fuse box. It may also be found in the main fuse box, which is usually mounted on the driver's side of the engine bay. To locate it, refer to the vehicle's owner's manual for a diagram or specific details pertaining to your model year. Always ensure the vehicle is turned off and take necessary precautions when working with electrical components.
Change the pre=heat (glow plug) relay.
Had the same problem with my transit, turned out to be fuel starvation due to blocked fuel filter.
the relay is behind and above the battery, you will see two heavy wires - one red and one orange coming out of it.
To access the glow plug relay on a 2007 Vauxhall Combo van, first locate the fuse box, which is typically found in the engine compartment. Remove the cover of the fuse box to reveal the relays and fuses inside. The glow plug relay is usually marked on the cover or in the vehicle’s manual; once identified, carefully pull it out from its socket for inspection or replacement. Be sure to disconnect the battery before working on electrical components to avoid any shorts or shocks.

In a warm climate it should. In a cold climate, a gentle shot of starting fluid should get it started. To much starting fluid can cause serious damage so be careful! If the glow plugs are working starting fluid can ruin them.

The speedometer may cut off and they engine may splutter due to the Glow Plug Relay. It could also be the water temperature sensor.
