I hunted and hunted a couple years ago for the signal flasher for my 1996 Monte Carlo. At the factory for some reason, it is hidden at the left side of the steering column where it enters the cars firewall. I can't take credit for find it. I was talking to a counter salesman at Auto Zone about not being able to find the signal flasher. He walked out to my Monte and went directly to the above location and pulled it out from the hidding place. The signal flasher was good. My problem with the turn signals not flashing was the button that is pushed down to activate the emergency flashers. I removed the button which was loose in the factory hole and used a pair of needle nose pliars to pull up on the switch where the button was. Signals working again. I think the installers of a recent new turn signal switch at GM Chevrolet dealership messed it up I installed the turn signal flasher in the approiate location, the location where it should of been when my Monte Carlo left the factory. The mounting squeese pin on on back of the turn signal flasher and it fits the hole for mounting just fine.
The 2001 Monte Carlo emergency flasher relay switch and the turn signal flasher relay switch are the same. The flasher relay switch simply plugs in and out.
The cooling fan relay switch, on your 2002 Monte Carlo, is located on the back of the fan hub. You will need to open the engine compartment hood in order to see the relay switch.
The 2002 Monte Carlo blinker flasher relay switch is located beneath the drivers side dashboard. The blinker flasher relay switch will be above the brake pedal.

Check for a blown fuse. If the fuse if OK, replace the Flasher Relay.
its probably a bad multi function switch
The fan relay will be located in the PDB box in the engine compartment. The relay is controlled by the coolant temp sensor and the computer. Hope this helps.
Possibly a defective Flasher Relay. Replace it. Can also be a turn signal switch going bad. You can try cleaning it with a spray electronic cleaner.
In all likelihood, in a relay box, under the hood. Failing that, it ought to be in the fuse panel, inside the car.
The turn signal flasher relay switch and the emergency flasher relay switch are the same switch. The relay switch might be labeled as the emergency flasher switch, but it is also the signal flasher relay switch.
On the monte carlo the relay your looking for is on the passenger side inner fender. There are two boxes with fuses and relays and the lower box is where the fan relays are.
There isn't a fuse... Just the relay.
