The horn on a 1995 Ford Econoline E350 is located in the rear cargo area below the floorboard. It is almost directly in the center of the rear near the back bumper.
It should be located under the dash on the drivers side.
The starter is on the side of the engine at the bottom.
Probably a bad key switch, the starter needs voltage from the switch to the solenoid to engage so start there. You might also want to look at the starter, sometimes something can get lodged down there and bridge the connection.
If the red wire is a smaller wire to the starter motor, then its a faulty ignition switch. If its the large wire to the starter, then its meant to be live all the time. hope this helps
it is located under the engine on the right side of the engine. crawl under the right front wheel and you will see the starter motor and the associated wiring.

hey dude this is tatum.. try ur switch for your ignition .. some system involving ignition to solenoid ciruit system which involves starter engagment when key is inserted to ignition switch Outside chance that the flexplate maybe damaged or the starter is not "Shimmed" correctly and not allowing the starter toothed wheel to disengage. In some cases the starter may need to be "Shimmed" to move it away from the flexplate so that the gear does not get jammed. In any case, if you find the problem please let us know 8-) TommyTrouble
