It's directly underneath the throttle body, take big hose off the air filter and it's under where the hose hooks to the part on the engine.

After 2000, if it is a short bed, then 27. A long bed will have 34.
I had to remove the air intake to get to it.Easy then.
my 3.1 gets about 34 mpg on open highway, about 27 in city driving.

In the 2001 version of the Malibu it is fuse 34 in a fuse box under the hood near the windshield. Should be the same for the 2000 model.
Short box 26 gallons, Long box 34 gallons. 2000 Chevy Silverado LT Ext Cab 4 dr 5.3L 4x4 Z71 with only a 26 gallon tank :(.
A pretty reasonable assumption would be the thermostat is stuck open.
I cant tell ya that, but my 2000 3.1 gets about 34 mpg on open highway, and about 27 mpg in city.
