The pump is located inside of the washer fluid reservoir.
Have not seen one of these models yet but most models have them mount under the windshield washer reservoir

The 2007 Toyota Avalon windshield washer relay switch can be found in the fuse box. The windshield washer relay switch will be in the third column, second from the top.
The washer fluid for the liftgate is supplied by the reservoir for the windshield ( according to the owners manual )
