I was looking at the 1996 Ford Ranger Owner Guide and it shows : ( mini fuse # 16 is a 30 amp fuse for the front wiper )
Either the fuse is blown or the wiper motor is bad.

In a 1997 Ford Ranger, the wiper control module is located behind the radio compartment. It sits on the left side of the compartment.

My Chilton repair manual shows it as # 16 - 30 amp - front wiper

I don't know if the 1995 Ranger is the same but on a 1996 Ranger , fuse # 16 is a 30 amp fuse for the front wiper according to the 1996 owners manual
its in the fuse box in front of the battery
