Windshield wipers not turning off is not a common problem in the 1997 Jeep Wrangler. Remove the windshield wiper fuse to turn them off.
In the fuse box under the driver side dash above the e-brake pedal.
The same Ones I take out.

I have a 99 Jeep Wrangler Sport. My wipers would somtimes work, other times not. Now they don't work at all. Checked the fuse and replaced the switch with a brand new one, still nothing. My guess, if you have the same problem, is that the wiper motor has burned out.
Check under the drivers side dash. It should say on the fusebox which fuse goes to which, then when you pull that fuse it should say the size on it.
A 2008 Jeep Wrangler has one fuse box, it is under the hood next to the battery.
Front Wiper Fuse is cavity #14, which is 2 slots across and 2 slots down (5 cavities across and 4 cavities down total for the fuse box, which is located behind the glove box).
