The fuel filter is in the gas tank on the end of the fuel pump.
It is part of the fuel pump module in the tank.
You have 2 choices. You can remove the fuel tank, or you can unbolt the bed and move it back far enough to access the pump.

Because the fuel filter is located inside the fuel tank and is part of the fuel pump module. The fuel filter by itself is not serviceable.
Hi, there is a lift pump in the tank, it is a fuel gauge sender & lift pump combined in 1 unit. I have changed 1 on a focus & mondeo tomorrow because no fuel being fired to the filters when ignition turned on.
To access the fuel pump on a 2004 Toyota Sequoia, you typically need to remove the rear seats and the floor covering to reach the fuel pump access panel located above the fuel tank. Unscrew the panel and carefully disconnect the fuel lines and electrical connectors before removing the fuel pump assembly. If you prefer, you can also drop the fuel tank for easier access, but this is a more involved process. Always ensure to relieve the fuel system pressure before starting any work on the fuel pump.
You do not need to change the fuel filter at all unless the pump fails. Then you change it. And yes, you must drop the tank.
If you have an access plate you should not hae to remove fuel tank. Most vehicles do not have an access plate
