Yes! Nearly all chevy parts are interchangeable. And even pontiac parts with the same motor are interchangeable. But yes. The steering column is interchangeable

The 1999 Oldsmobile Cutlass OBD 2 port is under driver side dash left of steering column
it will fit but you will need to drill out an ignition switch hole unless you also transfer over the 69 steering column.
