There are hints of the existence of a supreme being in Taoist writings, including the Tao Te Ching, but there is no teaching about who or what the supreme being is.

There is a traditional pantheon in Taoism, but it is not really inherent in the belief, and it is not fixed. Popularly, the Jade Emperor heads the pantheon, but this is not universally accepted.

There is a link to a section of an article on Taoism dealing with the pantheon below.

What are the beliefs of the origins of the universe in Taoism?

Taoists believe Tao is a presence that existed before the universe was formed. They believe it continues to guide the world and everything in it, and sometimes identify it as the Mother, or source of all things. Unlike the Christian belief of one God who formed the universe, though, Taoism is not monotheistic and Tao is not a god or supreme being, it is a force and the ultimate reality. For more on Taoism, I would suggest a thorough Internet search. It appears there are many conflicting views about Taoism and its affects on society.

In Taoism, right being leads to right doing means that when one is in harmony with the Tao, or nature, then ones actions will be right. But Taoism also asserts that we must act without acting which means we are to let the Tao work in the way it was intended and not interfere as this would cause strife.
