hen u are driving in a low spped in a 1985 Chevy the engine trys to run at full power when u are driving at low speed the engine needs to stop to rest to stop u blowing th eengine

It cuts off the engine while you start it up.
i had the same problem with my 3500 express and it was the fuel pump not getting 60 psi. i olny had 45 pounds and it was hard to start cold
The speedometer is controlled by the speed sensor and it also sends signals to the transmission on when to shift so your problems could be related. The speed sensor is easy to replace and is located on the transmission.

Its probably the accelerator pump in your carburetor.
Could be a plugged fuel filter.
For safety reasons the computer will regulate the max speed to a programmed level.
A failing fuel pump could do that.
