hey, I have 99 grand prix SE with a 3.1L and my dash lights are doing that also plus my blower fan for heater will slow down when I come to a stop and then sped back up when I gave it gas plus my dash lights brightened back up also when I gave it gas. Its most likely your Alternator, least that's what my mechanic told me but I myself, just to avoid a run around, I had my Alternator, battery and Serpentine Belt replaced and it doesn't seem to do it near as bad but it still does it some, so I don't know. I hope I helped!? Also, I replaced my Serpentine belt only because I thought maybe my belt was getting worn and slipping possibly. Honestly, I think Pontiac Grand Prix's are junk and expensive to fix, I've had nothing but problems with mine and wish I could get rid of it and if I ever get rid of it, im just gonna take it to the junk yard because I wouldn't sell this car to anyone with as many problems as they have.
There should be a roll switch right next to your light switch on your dash to dim the lights with.
The dim lights on a 1994 Grand Prix could go out when the headlamp switch is on if there is a short in the wiring for the headlights. There could also be a problem with the bulbs themselves if they were touched during installation. The oils in the fingers can short out new headlights.

If you know where to change the odometer/tripmeter display... Instead of pushing that control, turn it counter-/clockwise to dim/brighten the dash lights.
Possible bad ground, maybe the vehicle is running on the daytime running lights only bad switch, the list goes on, time to do some testing...

have your battery and alternator checked but first check to see if switch for your dash lights are just turned to dim
Most dash lights have a setting knob to turn the dash lights on and off and to dim them, maybe this switch is off.
The dash lights will dim when the head lights come on. Check for a dimmer switch on your dash. It allows you to adjust the dash lights so they are not too bright and affect your nighttime vision. It may be set too low.
You could have a blown fuse, these lights may also have a knob to dim them make sure this is on.
