i have a Nissan Sentra that is doing the same thing
i replaced the fuel filter and it helped the problem a little bit but it still semi shuts down when accelerating over 2000 rpm
try checking the fuel regulator
ive also heard of water in the TPS (throttle position switch). Remove with a blast of compressed air.
If the 1998 Olds Achieva will not rev over 2500 rpm there may be an issue with the idle control valve. A bad or unplugged valve will not let the car accelerate over 2500 RPM.
if the car is in park the almost any car wont go over 4000 rpm usaully like 3700 it is a safety issue

Depending on the track it will range from 8500 to just over 9000 RPM.
From my experience you get the best gas mileage when you are in the highest gear and your rpm is low, around 1500 to 2000 rpm.
Your car is in limp mode. Limp mode is a safety mode your car goes into when you have a problem so you don't blow your engine. Its usually a distributor problem a map sensor or a timing belt problem.
