without a little more information, it's hard to be specific, but it kind of
sounds like the brakes are grabbing at the front of the car before they
grab in the rear. Or, they're grabbing harder in the front than in the rear.
This could be because the rear brakes are shot, because the brakes
are mal-adjusted or because the brake system proportioning valve is
faulty.
In any case, I'd take the car to a brake professional to have it checked.

Kind of hard to describe. Pick up a Haynes or Chilton manual. They have good instructions and photos of this job. FriPilot

That filter is hard to get at. Look between the rear of the engine block and the fire wall, near the bottom of the engine on the passenger side.

I have a 1996 Sunfire 2 door hard top that just cost me $160.21 total for the mobile team to come to my residence to replace the windshield. I was quoted as high as $270 so it does pay to call around for estimates.
Yes. If you use a tow strap and another driver in the Sunfire, you can tow it home or to a repair shop. Naturally, the car must be in neutral. NOTE that if the engine does not run, you will not have power brakes. Braking will be very hard. I consider this a dangerous procedure. If you plan to tow the car a long distance, you should rent a tow dolly from one of the rent-a-truck places. They will instruct you as to it's proper use. Because the Sunfire is a front wheel drive vehicle, you want the front wheels up for any extended towing. FriPilot
