The rear brakes will lock when there isn't enough weight in the rear of the vehicle, the surface is loose (like a gravel road), or they [the brakes] are applied to heavily. Newer vehicles with anti-lock brake systems (ABS) should not have this problem.
If the rear wheel brakes are locking up on a vehicle they should be thoroughly checked. The master cylinder may need to be replaced on the car.
If drum brakes you probably have a bad wheel cylinder on the side that is locking up.

I assume you mean rear drum brakes. Back the car up getting up a little speed and hit the brakes fairly hard without locking up. Do this several times and the rear brake will self adjust.
Is it drum brakes? It's time for an inspection unless you just wanna replace the rear brakes yourself.
The brake caliber is sticking if it has rear disc brakes. The rear wheel cylinder is sticking if it has rear drum brakes. Replace both rear units and then drain all the old brake fluid out of the system and replace it with fresh fluid. Bleed the brake system.
If your brakes are locking up it is because the ABS is not working.
Keeping the brakes from locking up will allow you to steer out of a situation.
The problem with the rear brakes locking up may be the self adjusting screws themselves. They should only tighten when reversing the car and hitting the brakes, putting the pressure on the drums in back instead of the rotors in front.
that nosie is the wheels locking up, this doesnt usually happen in modern cars as they have anti-lock brakes.
Check the LPV (Load proportioning valve), if fitted. It controls the amount of rear vs front braking under "heavy" loads, if faulty it will cause rear lock up. Another thing to check is that front brakes have been bled, and the front brake circuit is working at all.
I am having the same problem. Ist time overhauled calipers. Right front pads wore out quickly. Next replaced calipers, same deal right front is locked to the point where care shakes and cannot be driven. Thinking proportioning valve or master cylinder? Anyone ever run into this?
