Need to replace the neutral safety switch on the side of the transmission
But need someone to scan the trans. First with a engine scanner.
To make sure that is the problem. It could also be a bad speed senser.
If the speedometer is not working but the odometer is, I would suspect the dash cluster is at fault. If both speedometer and odometer are not working I would suspect the speed sensor on the transmission is at fault.
If both the speedometer and odometer stopped working it is probably the speed sensor in the transmission gone bad. If only the speedometer quit you may have to replace the dash cluster with a reconditioned unit.

It is bolted in the drivers side of the transmission tail shaft housing. That is were the driveshat fits into the transmission. It is held in place with 1 bolt.
It could be a problem with your transmission. The same thing just happened to me. It required replacing some of the internal transmission parts, but did not require replacing the entire transmission.
There are several things you can do to repair your speedometer. You can replace the speedometer cable. You can replace the speed sensor in the transmission.

It is probably the speed sensor. It is located on the transmission and sends an electrical signal to the speedometer.
The sensor on the 1994 Chevy Caprice is located on the transmission. it is mounted on the tail shaft of the transmission.
