This will be because someone has changed the wiring configuration - The electric window relay should be energised via a switched 12v (either straight from the ignition switch or from ignition relay) to switch a bigger current to power all the windows. In this case someone has removed the relay coil 12v feed from the switched source and connected it to a permanant source (straight from the battery and not via any switches.) -Daz Ellerington.
That is just how the vehicle is wired, its not a defect, its a safety feature, the windows arent supposed to work, unless the ignition is on.

Got to be related to the ignition switch. You may have a worn ignition cylinder, this usually happens to cars where people have a big ball of keys on the key ring. Wiggle the key while it's running to see it the windows go. If not you will need to spend some time with a wiring diagram & test light to figure it out.
If you are talking about installing or removing the ignition lock cylinder I believe the key has to be in the run position.
The wires on the lock cylinder are broken-needs new lock cylinder./
There is a problem with power to that part of the vehicle. Check fuses as well as all wiring. Make sure that the ignition switch is operating properly and turning power on to these areas.
Tachometers count the number of times the ignition fires the cylinders, so a tach from a four cylinder will work on a four cylinder motorcycle. on a two cylinder it will read 50% low.
