It sounds like your ignition switch has gone bad.
If you have done some sort of work on the starter recently recheck your wiring.
I assume you mean the starter solenoid. It is mounted right on the starter itself.

i had similar problem with 99 wrangler and if its the relay its located in the fuse box.
