Fuse, bulb, or the switch mounted on outside of tranny casing.
Its the steering colum
well it seems to be a common problem it might just be the switch on the transmission
Start with checking the fuses and bulbs. See sources and related links below for bulb information.
To be more specific, the ground wire must work and the bulbs, fuses, etc.. Or the back up lights and turn signals and brake lights wouldn't work? Right? Could it be the back panel...and still let the brake/turn/backup lights work? I need help fast. Thanks!

Check the backup light switch.
The lights on the odometer on a 1999 Chevy Blazer might not work because of a burned out fuse. They might also not work if the lights are burned out.

either dimmer switch or blown fuse If you are saying that the tail brake lights are working but the third brake light is not....It may be a defective turn signal switch in the steering column.
