There must be a short in the system somewhere that causes the fuse to blow.
happened to me in my 97. replaced the blower relay. in the relay box on left side under hood. costs 7.00 or so
There should be a transmission fluid dipstick that should tell you how much you have and a mark telling how much you should have. DO NOT overfill as you can blow out your seals. I would add a pint at a time and check how much you have. (IANAMechanic)

it could be a relay. it is located in your fuses box. it might need to be replaced or you might just need to blow it off.
yes your transmission needs to be replaced do not let stay in there to long or it will blow up in your 1998 neon hurry no time to waste
Probably "blow-by", which is caused when exhaust gasses that blow past the piston rings. When pressure builds up in the crankcase oil can be blown past the seals, gaskets and even the dipstick tube or oil fill cap. To check for blowby, remove the oil fill cap and start the engine to see if there is a quite a bit of exhaust gas blowing out.
